Narrative:
At XA13Z, with socal approach, on the vny 330 degree radial at 13 DME, at 7000 ft. Received a TCASII alert followed by a command to climb. Climbed 800 ft when finally cleared of traffic. Copilot saw light aircraft off his side within 200-300 ft of us and he was still climbing. I never saw aircraft. Reported to approach. Approach said he had just appeared on the scope. We declared a near miss with approach.

Narrative: AT XA13Z, WITH SOCAL APCH, ON THE VNY 330 DEG RADIAL AT 13 DME, AT 7000 FT. RECEIVED A TCASII ALERT FOLLOWED BY A COMMAND TO CLB. CLBED 800 FT WHEN FINALLY CLRED OF TFC. COPLT SAW LIGHT ACFT OFF HIS SIDE WITHIN 200-300 FT OF US AND HE WAS STILL CLBING. I NEVER SAW ACFT. RPTED TO APCH. APCH SAID HE HAD JUST APPEARED ON THE SCOPE. WE DECLARED A NEAR MISS WITH APCH.
