Narrative:

Upon entering right downwind, approximately 1 mi southwest ftw, at 1500 ft MSL, I noticed a twin cessna that had been cleared for takeoff from runway 16L turning right toward my flight path approximately 500- 1000 ft to my right. I immediately initiated a descent to 1000 ft MSL and a slight left turn. The twin cessna (C310 I think) passed approximately 500 ft overhead and slightly to my right side. Ftw tower apologized after I brought this to his attention for not issuing traffic to me due to the fact he was busy with a no radio landing on runway 16L. The C310 pilot stated he had us in sight, if so, why did he turn directly into me?

I IMMEDIATELY INITIATED A DSCNT TO 1000 FT MSL AND A SLIGHT L TURN. THE TWIN CESSNA (C310 I THINK) PASSED APPROX 500 FT OVERHEAD AND SLIGHTLY TO MY R SIDE. FTW TWR APOLOGIZED AFTER I BROUGHT THIS TO HIS ATTN FOR NOT ISSUING TFC TO ME DUE TO THE FACT HE WAS BUSY WITH A NO RADIO LNDG ON RWY 16L. THE C310 PLT STATED HE HAD US IN SIGHT, IF SO, WHY DID HE TURN DIRECTLY INTO ME?
