Narrative:

We were training in IMC and shot a missed approach as a low pass at 250 ft AGL over top of the runway. There was no intention to 'buzz' the runway. Callback conversation with reporter revealed the following information: reporter was on an IFR flight plan and had been cleared for the approach by baltimore approach control. The approach was flown and missed, but not at the missed approach point. Reporter made a low pass, flew the published missed approach, then contacted baltimore for vectors for another ILS. The ILS approach terminated in a full stop landing. Reporter filed this report because someone else filed a complaint to the FSDO about the aircraft's low approach. Instructor pilot believes that complaint evolved from a personal vendetta. Reporter states that FAA did investigate, but did not take enforcement action against him.

Title: INSTRUCTOR PLT AND STUDENT WERE ACCUSED OF BUZZING THE RWY WHILE PERFORMING A LOW PASS PRIOR TO MISSED APCH PROC.

Narrative: WE WERE TRAINING IN IMC AND SHOT A MISSED APCH AS A LOW PASS AT 250 FT AGL OVER TOP OF THE RWY. THERE WAS NO INTENTION TO 'BUZZ' THE RWY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR WAS ON AN IFR FLT PLAN AND HAD BEEN CLRED FOR THE APCH BY BALTIMORE APCH CTL. THE APCH WAS FLOWN AND MISSED, BUT NOT AT THE MISSED APCH POINT. RPTR MADE A LOW PASS, FLEW THE PUBLISHED MISSED APCH, THEN CONTACTED BALTIMORE FOR VECTORS FOR ANOTHER ILS. THE ILS APCH TERMINATED IN A FULL STOP LNDG. RPTR FILED THIS RPT BECAUSE SOMEONE ELSE FILED A COMPLAINT TO THE FSDO ABOUT THE ACFT'S LOW APCH. INSTRUCTOR PLT BELIEVES THAT COMPLAINT EVOLVED FROM A PERSONAL VENDETTA. RPTR STATES THAT FAA DID INVESTIGATE, BUT DID NOT TAKE ENFORCEMENT ACTION AGAINST HIM.
