Narrative:

Air carrier X IFR sdf-eug was cleared for takeoff runway 19. I observed a van, used to shuttle tower personnel in and out, cross the hold short line at taxiway H. I instructed X to abort his takeoff and exchanged the traffic. The 5 controllers in the van observed the incursion as well as intervened to stop the van from crossing onto the runway surface. Due to the amount of construction and the lack of cooperation from the air board we are forced to cross active runways hundreds of times daily. We have requested alternative rtes many times, but the construction has taken precedence over safety many times. Callback conversation with reporter revealed the following information: reporter stated due to airport construction vehicles cross active runways 30 times an hour. Facility management seems unable to have the airport authority/authorized develop alternate rtes. Also the airport authority/authorized refuses to take alternate rtes to reduce runway xings.

Title: ARPT VEHICLE RWY INCURSION ACR ABORT TKOF.

Narrative: ACR X IFR SDF-EUG WAS CLRED FOR TKOF RWY 19. I OBSERVED A VAN, USED TO SHUTTLE TWR PERSONNEL IN AND OUT, CROSS THE HOLD SHORT LINE AT TXWY H. I INSTRUCTED X TO ABORT HIS TKOF AND EXCHANGED THE TFC. THE 5 CTLRS IN THE VAN OBSERVED THE INCURSION AS WELL AS INTERVENED TO STOP THE VAN FROM XING ONTO THE RWY SURFACE. DUE TO THE AMOUNT OF CONSTRUCTION AND THE LACK OF COOPERATION FROM THE AIR BOARD WE ARE FORCED TO CROSS ACTIVE RWYS HUNDREDS OF TIMES DAILY. WE HAVE REQUESTED ALTERNATIVE RTES MANY TIMES, BUT THE CONSTRUCTION HAS TAKEN PRECEDENCE OVER SAFETY MANY TIMES. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED DUE TO ARPT CONSTRUCTION VEHICLES CROSS ACTIVE RWYS 30 TIMES AN HR. FACILITY MGMNT SEEMS UNABLE TO HAVE THE ARPT AUTH DEVELOP ALTERNATE RTES. ALSO THE ARPT AUTH REFUSES TO TAKE ALTERNATE RTES TO REDUCE RWY XINGS.
