Flight crew up all night with delayed departure from mem. Crew exhausted starting descent. Area arrival WX with heavy rain and scattered thunderstorms. Crew attention diverted due to storms over field and circumnavigating cells. Descended thru 18000 ft and neglected to reset altimeter to local setting of 29.39. Leveled off at 14000 ft MSL but actually 400 ft low. As flight crew realized mistake controller contacted crew on deviation.

Title: A FATIGUED FLC DISTRACTED BY WX AND RADIO PROBS FORGOT TO RESET THEIR ALTIMETERS DSNDING THROUGH FL180 AND LEVEL OFF TOO LOW. THE FLC AND THE APCH CTLR RECOGNIZE THE ERROR AT ABOUT THE SAME TIME AND THERE WAS NO CONFLICT.
