Narrative:

Preflight determined piper cheyenne close on right wing during walkaround. Clearance appeared adequate. After engine start and 'clear' call each wing for taxi, aircraft moved forward 10 ft and brushed the tip tank of the cheyenne. Stopped engines, called FBO supervisor, routed passenger and notified company. Damage to moving aircraft minimal. Piper cheyenne was considerable. Factors: no marshaller, poor/close parking, early passenger, inadequate judgement on clearance, poor situational perception on clearance from cockpit.

Narrative: PREFLT DETERMINED PIPER CHEYENNE CLOSE ON R WING DURING WALKAROUND. CLRNC APPEARED ADEQUATE.
