Narrative:

Cmh, just recently had ASR 9 (radar antenna) installed. It has been operational since 6/95. During that time frame we've had numerous radar outages, unplanned scatters and cold starts. On 10/fri/95, we had a radar outage, we were non radar for at least 5 mins until we were able to go to cenrap. Timing is everything. Military X and military Y had just landed 2 hours prior to the outage. If we had the outage during their arrival, maybe then the aviation industry would realize what kind of equipment we have, and reevaluate the ATC system.
