Narrative:
On takeoff the autothrottles failed to work. The PF manually advanced the throttles. At about approximately 20 KTS we got a confign warning and we simply retarded the throttles and ask to back-taxi for a moment in position then takeoff. On taxi out from the ramp we were checking radar and runway conditions and we failed to set takeoff flaps. After our back-taxi flaps were set and a normal takeoff and flight was made without other problems. I feel our failure to set flaps was solely due to our concern of WX and runway conditions brought on by a question of standing water on the runways by another aircraft. At no time was the aircraft beyond a safe controllable speed and I think the problem was handled correctly.

Title: FLC FAILED TO CONFIGURE THE FLAPS PROPERLY FOR TKOF, ABORTED AT THE TKOF WARNING, AND RETURNED FOR NORMAL TKOF WITH THE FLAPS CONFIGURED CORRECTLY.
Narrative: ON TKOF THE AUTOTHROTTLES FAILED TO WORK. THE PF MANUALLY ADVANCED THE THROTTLES. AT ABOUT APPROX 20 KTS WE GOT A CONFIGN WARNING AND WE SIMPLY RETARDED THE THROTTLES AND ASK TO BACK-TAXI FOR A MOMENT IN POS THEN TKOF. ON TAXI OUT FROM THE RAMP WE WERE CHKING RADAR AND RWY CONDITIONS AND WE FAILED TO SET TKOF FLAPS. AFTER OUR BACK-TAXI FLAPS WERE SET AND A NORMAL TKOF AND FLT WAS MADE WITHOUT OTHER PROBS. I FEEL OUR FAILURE TO SET FLAPS WAS SOLELY DUE TO OUR CONCERN OF WX AND RWY CONDITIONS BROUGHT ON BY A QUESTION OF STANDING WATER ON THE RWYS BY ANOTHER ACFT. AT NO TIME WAS THE ACFT BEYOND A SAFE CONTROLLABLE SPD AND I THINK THE PROB WAS HANDLED CORRECTLY.
