Narrative:

Returning from atlantic city I was handed off to phl approach 123.8. After flying a few mins I was given a descent altitude and handed off to northeast tower. I could not get tower to understand my location although I was able to give him the direction I was coming from and my altitude. Since he did not acknowledge, he was working other traffic landing on the same runway he had given me for a visual approach. I steered south to turn northerly over the tower who picked me up and gave me landing sequence.
