Narrative:
On final to cos at 1500 ft AGL, the TCASII suddenly alerted to a target approximately 100 ft below the aircraft. A climb was initiated with an all clear. Descent was continued and a second alert was received. A go around was initiated. ATC had no reported or observed traffic in the area.

Title: FLC RESPONDED TO TCASII ALERT AND RECEIVED A SECOND ALERT, AFTER AN 'ALL CLR.' EVASIVE ACTION GAR.
Narrative: ON FINAL TO COS AT 1500 FT AGL, THE TCASII SUDDENLY ALERTED TO A TARGET APPROX 100 FT BELOW THE ACFT. A CLB WAS INITIATED WITH AN ALL CLR. DSCNT WAS CONTINUED AND A SECOND ALERT WAS RECEIVED. A GAR WAS INITIATED. ATC HAD NO RPTED OR OBSERVED TFC IN THE AREA.
