Narrative:

Given restr for arlin at 280 KTS and 13000 ft. Held up at FL190 due to another arriving aircraft, unknown altitude. I was off frequency getting new ATIS. After new ATIS I noted only about 11 mi to lose 7000 ft. I assumed control of aircraft and made altitude but was significantly faster than supposed to be. When asked by ZAB if I was going to make the restr I replied 'no' and was offered no help. A fast exchange of radio calls between us and center and transfer to approach focused on our airspeed. Even when off frequency I'm responsible for all the aircraft does.

Title: MLG FAILS TO MEET ALT SPD XING RESTR.

Narrative: GIVEN RESTR FOR ARLIN AT 280 KTS AND 13000 FT. HELD UP AT FL190 DUE TO ANOTHER ARRIVING ACFT, UNKNOWN ALT. I WAS OFF FREQ GETTING NEW ATIS.
