Narrative:

1 month ago I flew into psp and runway 13L/right were closed. The center taxiway was now the runway 12. On this trip I looked at the facility report but did not see the NOTAM for runway 12 closed. I checked our commercial publication and it still had runway 12 listed in it. The captain and I talked about it and he didn't know either if runway 13R was closed. He also missed the NOTAM. In our minds we planned to land on runway 12 at psp. The ATIS at psp said runway 13, nothing about runway 12 closed or runway 13R open. As we turned final I look at runway 13R and thought when are they going to open that? The captain then reminded me that we were landing on the center runway 12. As we flew to it the tower saw we had lined up on runway 12 not runway 13R and told us to go around. At the same time I saw the lighted cross come out of the runway end markers. We did a normal go around and landed on runway 13R. I know we are supposed to catch these things on preflight. But a notice on ATIS would also be of help when runway or txwys are closed or opened after a period of time. Also I think that the runway should be marked better than this was with a lighted bar or cross parked on end of runway. It did not show up until about 1 1/2 mi out. Also the tower making the ATIS could have put runway 13R not just runway 13. This may have helped. The bottom line is we missed the NOTAM and relied on what we had been doing for several months.

AS WE TURNED FINAL I LOOK AT RWY 13R AND THOUGHT WHEN ARE THEY GOING TO OPEN THAT? THE CAPT THEN REMINDED ME THAT WE WERE LNDG ON THE CTR RWY 12. AS WE FLEW TO IT THE TWR SAW WE HAD LINED UP ON RWY 12 NOT RWY 13R AND TOLD US TO GAR. AT THE SAME TIME I SAW THE LIGHTED CROSS COME OUT OF THE RWY END MARKERS. WE DID A NORMAL GAR AND LANDED ON RWY 13R. I KNOW WE ARE SUPPOSED TO CATCH THESE THINGS ON PREFLT. ALSO THE TWR MAKING THE ATIS COULD HAVE PUT RWY 13R NOT JUST RWY 13. THIS MAY HAVE HELPED. THE BOTTOM LINE IS WE MISSED THE NOTAM AND RELIED ON WHAT WE HAD BEEN DOING FOR SEVERAL MONTHS.
