Narrative:

We were the crew for flight from mci to msp. When we began our descent we were told to expect pepper at 9000 ft MSL. While on the profile descent we were told to slow to 250 KTS and cross pepper at 9000 ft. I told my captain we would have to use the speed brakes to make it. He refused and said he had an 'axe to grind with ATC' so we did not make the restr. Several radio calls were required to coordinate our problem. Even CRM can't help an event when the captain refuses to help.
