Narrative:

I was on an IFR flight plan from acy to 2g3 which I canceled with ZOB upon my visualization of 2g3. Center cleared me for a visual approach into 2g3 and canceled my IFR flight plan (airborne). FAA check at 2g3 threatened to cite me because, although I had up to date approach plates on board, they were still in their wrappers while older ones were opened. How should this apply when never that day was 2g3 IMC? Please clarify the regulations for this.
