Narrative:

I was flying a PA28-140. Teb radar just terminated the radar service and I turned south over the hudson river. After reporting my position on the CTAF, I initiated a left turn. As soon as I lowered my wing I noticed a hovering helicopter at approximately 300 ft below me mid river. I let the helicopter know I had him in sight and turned away. Then I proceeded sbound on the hudson river, jersey side, and heard the helicopter pilot say, 'you guys are really starting to annoy me and I am going to call the FAA.'

Narrative: I WAS FLYING A PA28-140. TEB RADAR JUST TERMINATED THE RADAR SVC AND I TURNED S OVER THE HUDSON RIVER. AFTER RPTING MY POS ON THE CTAF, I INITIATED A L TURN. AS SOON AS I LOWERED MY WING I NOTICED A HOVERING HELI AT APPROX 300 FT BELOW ME MID RIVER. I LET THE HELI KNOW I HAD HIM IN SIGHT AND TURNED AWAY. THEN I PROCEEDED SBOUND ON THE HUDSON RIVER, JERSEY SIDE, AND HEARD THE HELI PLT SAY, 'YOU GUYS ARE REALLY STARTING TO ANNOY ME AND I AM GOING TO CALL THE FAA.'
