Narrative:

Our procedures manual states 'at airports where a jet bridge is available it shall be used for fueling.' 'if no jet bridge is available, arm the slides to fuel' (which we did). The fueler had started fueling before we could get an agent to open the door, so we armed the slides, called to stop fueling, and got an agent to open the door. Because we were busy with cockpit procedures we didn't notice the fueler had not fueled the aircraft before the gate agent closed the cabin door. In the future better coordination between ramp and cockpit would prevent this occurring again.

Title: THE FLC WERE CONCERNED THAT THE ACFT WAS FUELED WITH JETWAY NOT MATED TO THE ACFT. DEPLANING PAX VIA THE SLIDES RESULTS IN UNNECESSARY RISK OF PAX INJURY.

Narrative: OUR PROCS MANUAL STATES 'AT ARPTS WHERE A JET BRIDGE IS AVAILABLE IT SHALL BE USED FOR FUELING.' 'IF NO JET BRIDGE IS AVAILABLE, ARM THE SLIDES TO FUEL' (WHICH WE DID). THE FUELER HAD STARTED FUELING BEFORE WE COULD GET AN AGENT TO OPEN THE DOOR, SO WE ARMED THE SLIDES, CALLED TO STOP FUELING, AND GOT AN AGENT TO OPEN THE DOOR. BECAUSE WE WERE BUSY WITH COCKPIT PROCS WE DIDN'T NOTICE THE FUELER HAD NOT FUELED THE ACFT BEFORE THE GATE AGENT CLOSED THE CABIN DOOR. IN THE FUTURE BETTER COORD BTWN RAMP AND COCKPIT WOULD PREVENT THIS OCCURRING AGAIN.
