Narrative:

I was on the ramp at the delaware county airport in muncie. I had filed an IFR plan to south bend. I was so preoccupied with the deteriorating WX in south bend that I taxied out onto the active taxiway. I taxied up to but short of runway 32 when I contacted the tower. I was reminded by tower to contact them before taxiing onto an active taxiway.

Narrative: I WAS ON THE RAMP AT THE DELAWARE COUNTY ARPT IN MUNCIE. I HAD FILED AN IFR PLAN TO SOUTH BEND.
