Narrative:

Mid day aug/mon/95 I called columbia FSS (cou) for local NOTAMS. I told them I would be moving an aircraft from fulton, mo (ftt), to boonville, mo (ver) for maintenance late in the afternoon VFR along I-70. They gave me the normal tower, lighting and NAVAID NOTAMS. I asked them about a special event at cou. They said no local NOTAMS regarding them. I did not give them an aircraft number. Approximately XX00 local time, I flew from ftt to ver. Local pilots fly along I-70 VFR to avoid cou class D airspace and avoid approach and departures off runway 2 and runway 20. Wbounds fly just north of I-70 to eastbound just south. During the flight there was no event traffic. While riding by automatic back to ftt, I called cou FSS again, gave them the aircraft n-number and asked again about NOTAMS in cou and information on the special event. Again I was told there were no NOTAMS related. This was approximately XX00 local. 2 hours later, I called to file IFR flight plans for aircraft for next day. The briefer at cou FSS was 'X.' during the briefing, X gave me a fdc NOTAM that established a temporary restr area over the north part of columbia, mo, because of the special event. I told him of my 2 prior briefings without the fdc NOTAM establishing the restr area. He checked the computer and said that the NOTAM would only come up on the briefing computer if a 'route briefing' were requested. It would not come up if a 'local briefing' were requested. He said he would notify his supervisor of the problem. The obvious solution is that this type of fdc NOTAM establishing a temporary restr area should be included in 'local briefing' also.

LCL PLTS FLY ALONG I-70 VFR TO AVOID COU CLASS D AIRSPACE AND AVOID APCH AND DEPS OFF RWY 2 AND RWY 20. WBOUNDS FLY JUST N OF I-70 TO EBOUND JUST S. DURING THE FLT THERE WAS NO EVENT TFC. WHILE RIDING BY AUTO BACK TO FTT, I CALLED COU FSS AGAIN, GAVE THEM THE ACFT N-NUMBER AND ASKED AGAIN ABOUT NOTAMS IN COU AND INFO ON THE SPECIAL EVENT. AGAIN I WAS TOLD THERE WERE NO NOTAMS RELATED. THIS WAS APPROX XX00 LCL. 2 HRS LATER, I CALLED TO FILE IFR FLT PLANS FOR ACFT FOR NEXT DAY. THE BRIEFER AT COU FSS WAS 'X.' DURING THE BRIEFING, X GAVE ME A FDC NOTAM THAT ESTABLISHED A TEMPORARY RESTR AREA OVER THE N PART OF COLUMBIA, MO, BECAUSE OF THE SPECIAL EVENT. I TOLD HIM OF MY 2 PRIOR BRIEFINGS WITHOUT THE FDC NOTAM ESTABLISHING THE RESTR AREA. HE CHKED THE COMPUTER AND SAID THAT THE NOTAM WOULD ONLY COME UP ON THE BRIEFING COMPUTER IF A 'RTE BRIEFING' WERE REQUESTED. IT WOULD NOT COME UP IF A 'LCL BRIEFING' WERE REQUESTED. HE SAID HE WOULD NOTIFY HIS SUPVR OF THE PROB. THE OBVIOUS SOLUTION IS THAT THIS TYPE OF FDC NOTAM ESTABLISHING A TEMPORARY RESTR AREA SHOULD BE INCLUDED IN 'LCL BRIEFING' ALSO.
