Narrative:

We were cleared to 3000 ft and a 180 degree heading with no clearance to join. As we approached the course we were not able to contact approach because of frequency congestions. After passing the course we were able to contact approach and they gave us a left turn and told us to maintain altitude. We leveled at 3500 ft and followed instructions for a left downwind approach to runway 21L. During a phone conversation with the radar room the supervisor agreed that the controller had not given us clearance to join. He also stated that the aircraft originally following us had us visually at all times.

Narrative: WE WERE CLRED TO 3000 FT AND A 180 DEG HDG WITH NO CLRNC TO JOIN. AS WE APCHED THE COURSE WE WERE NOT ABLE TO CONTACT APCH BECAUSE OF FREQ CONGESTIONS. AFTER PASSING THE COURSE WE WERE ABLE TO CONTACT APCH AND THEY GAVE US A L TURN AND TOLD US TO MAINTAIN ALT. WE LEVELED AT 3500 FT AND FOLLOWED INSTRUCTIONS FOR A L DOWNWIND APCH TO RWY 21L. DURING A PHONE CONVERSATION WITH THE RADAR ROOM THE SUPVR AGREED THAT THE CTLR HAD NOT GIVEN US CLRNC TO JOIN. HE ALSO STATED THAT THE ACFT ORIGINALLY FOLLOWING US HAD US VISUALLY AT ALL TIMES.
