Narrative:

Previous controller had cleared us direct to dandd intersection. Later we got a clearance to FL240. Then we got a clearance for the dandd 1 arrival. The first officer said we were cleared to 17000 ft via the dandd 1 arrival. I questioned the 17000 ft, but knew the dandd intersection had a 250 KT and 17000 ft note. At a frequency change, the first officer checked in and said cleared to 17000 ft. We were above FL240. The ATC controller said nothing about the 17000 ft clearance limit. At 17600 ft the controller questioned our altitude. A discussion ensued. The 17000 ft and 250 KTS is an 'expect.' we busted the FL240 descent limit.
