Narrative:
Got clearance to taxi to runway 29 via taxiway C and taxiway a. Clearance delivery handed me over to tower. Tower instructed me to taxi onto runway 29 and hold. I moved onto runway 29, held, and performed final preflight check. Noticed pilot of C-172 motioning and waving at me, couldn't figure out what he wanted. About 1 min later, I realized radio was silent and figured out that radio wasn't working. Followed C-172 down runway 29 to taxiway C, returned to FBO. Talked to tower supervisor and explained what happened. Called home field (laconia, nh) explained problem. They flew out with a hand- held transmitter/receiver and about 3 hours after incident, departed to the west at 4500 ft, only to find encoder inoperative. Received approach/departure clearance to proceed out of class C airspace. Landed at laconia, nh, without incident.

Title: ACFT EQUIP PROB COM RADIO FAILURE ON THE RWY ALT ENCODER FAILURE WHILE AIRBORNE.
Narrative: GOT CLRNC TO TAXI TO RWY 29 VIA TXWY C AND TXWY A. CLRNC DELIVERY HANDED ME OVER TO TWR. TWR INSTRUCTED ME TO TAXI ONTO RWY 29 AND HOLD. I MOVED ONTO RWY 29, HELD, AND PERFORMED FINAL PREFLT CHK. NOTICED PLT OF C-172 MOTIONING AND WAVING AT ME, COULDN'T FIGURE OUT WHAT HE WANTED. ABOUT 1 MIN LATER, I REALIZED RADIO WAS SILENT AND FIGURED OUT THAT RADIO WASN'T WORKING. FOLLOWED C-172 DOWN RWY 29 TO TXWY C, RETURNED TO FBO. TALKED TO TWR SUPVR AND EXPLAINED WHAT HAPPENED. CALLED HOME FIELD (LACONIA, NH) EXPLAINED PROB. THEY FLEW OUT WITH A HAND- HELD XMITTER/RECEIVER AND ABOUT 3 HRS AFTER INCIDENT, DEPARTED TO THE W AT 4500 FT, ONLY TO FIND ENCODER INOP. RECEIVED APCH/DEP CLRNC TO PROCEED OUT OF CLASS C AIRSPACE. LANDED AT LACONIA, NH, WITHOUT INCIDENT.
