Narrative:

ATC issued a descent clearance that we were unable to comply with due to speed and altitude. ATC issued 320 KTS in descent and kept us high due to traffic. Told to turn off airway and then turn back (s-turn) for descent. We could not turn back to east due to thunderstorm cell. Told ATC we need to hold 180 degree heading for 3 mi. He replied, 'negative, turn left now.' said unable, can turn in 1-2 mi. ATC replied 'squawk emergency.' we squawked 7700 and turned east to bucks after passing cell and continued descent to 8000 ft. Captain called center, talked to supervisor who apologized and said he was aware of the situation.

Narrative: ATC ISSUED A DSCNT CLRNC THAT WE WERE UNABLE TO COMPLY WITH DUE TO SPD AND ALT. ATC ISSUED 320 KTS IN DSCNT AND KEPT US HIGH DUE TO TFC. TOLD TO TURN OFF AIRWAY AND THEN TURN BACK (S-TURN) FOR DSCNT. WE COULD NOT TURN BACK TO E DUE TO TSTM CELL. TOLD ATC WE NEED TO HOLD 180 DEG HDG FOR 3 MI. HE REPLIED, 'NEGATIVE, TURN L NOW.' SAID UNABLE, CAN TURN IN 1-2 MI. ATC REPLIED 'SQUAWK EMER.' WE SQUAWKED 7700 AND TURNED E TO BUCKS AFTER PASSING CELL AND CONTINUED DSCNT TO 8000 FT. CAPT CALLED CTR, TALKED TO SUPVR WHO APOLOGIZED AND SAID HE WAS AWARE OF THE SIT.
