Narrative:

On jul/xb/95, it was reported to me by airlines safety department that a deferral I issued for aircraft X (DC10-30, on jun/xa/95 was being investigated by the FAA. 'Air extraction system pressure regulator valve inoperative per MEL 21- 32.' frankfurt maintenance advised maintenance control of a pneumatic leak between aft regulator valve and aft cargo vent jet pump -- a review of system operation and aircraft history was made -- showing no previous work was done in this area -- a decision was made to deactivate the regulator valve by closing the valves controling switch labeled 'lav/galley vent and cargo heat' thereby rendering the valve inoperative closed and preventing pneumatic system air leakage. (This is the only way to close the valve reference DC10 maintenance manual 21-20- 00 pg 15-18)
