Narrative:

Passenger asked to use cellular phone. I checked far 91.21 regarding portable electronic devices. Finding no restrs on cellular phones and being no hazard to navigation, I allowed the call. After landing and much further inquiry (including telephone calls to GA organizations), I found the FCC prohibits airborne cellular phone use. The FARS should clearly spell out regulations regarding cellular phone use. Pilots refer to FARS if question arise. No FCC regulations. Callback conversation with reporter revealed the following information: the reporter did not want to talk with this analyst about the details of his reporter. This analyst talked to the reporter about some of the other considerations about in-flight use of cellular phones. The reporter was pleasant.

CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR DID NOT WANT TO TALK WITH THIS ANALYST ABOUT THE DETAILS OF HIS RPTR. THIS ANALYST TALKED TO THE RPTR ABOUT SOME OF THE OTHER CONSIDERATIONS ABOUT INFLT USE OF CELLULAR PHONES. THE RPTR WAS PLEASANT.
