Narrative:

Departed iad for jfk. 34 passenger, approximately 500 pounds under gross weight. Aircraft at aft center of gravity limits. Cleared for visual approach to runway 13L at jfk by new york approach. Called tower approximately 10 mi out. Told to 'continue.' at approximately 2 mi final, still no landing clearance. Tower controller very busy, in process of telling all aircraft monitoring one frequency to change to another. Told 747 on final to runway 22L to go around. At approximately 50 ft AGL, still no landing clearance, even though I have requested at least 3 times with no response. At this time captain becomes extremely irate, almost shouting on tower frequency for our landing clearance. He tells me later that at this point he was preparing for go around. I asked again for landing clearance. It is given at approximately 20 ft AGL. Airspeed drops about 10 KTS below vref. Touchdown is fairly hard, causing bounce. Due to aft center of gravity nose comes way up, stick shaker actuates. Second touchdown is very nose high causing tail strike. Aircraft control is regained and captain taxies normally to gate. I believe the primary cause of this incident was an aft center of gravity condition, compounded by allowing the aircraft to slow below vref. The speed reduction was allowed due to the distrs of ATC, and also due to loss of concentration, due to loss of temper by the captain.

Narrative: DEPARTED IAD FOR JFK. 34 PAX, APPROX 500 LBS UNDER GROSS WT. ACFT AT AFT CTR OF GRAVITY LIMITS. CLRED FOR VISUAL APCH TO RWY 13L AT JFK BY NEW YORK APCH. CALLED TWR APPROX 10 MI OUT.
