Narrative:

I was cleared to taxi from the FBO ramp to runway 35. As I taxied on the ramp, 2 passenger from a saab 340 crossed in front of me. I stopped and let the passenger cross my path. While waiting, more passenger deplaned and stood next to the saab. As I started to taxi again the passenger began to walk towards my moving aircraft. I slowed to see if they were going to continue walking and they stopped walking. I proceeded to the taxiway and as I did the pilot of the saab shook his fist at me. After departure from phl I was told to contact the phl tower on arrival at my destination. Upon calling the tower, they said the saab pilot was upset that someone tried to run his passenger down. Phl tower said they did not have time to handle such a matter and suggest I call the FBO. I called the FBO and talked to the lineman that was standing with the saab passenger and crew. The lineman also stated that the crew was upset but that the passenger were wandering around the aircraft and not paying attention to their surroundings. I am also employed as a lineman for a large FBO and believe that the linecrew and pilots should be responsible for escorting people across a busy ramp. I operated my aircraft as carefully as possible but I can't be responsible for unescorted people and their actions. Maybe being guided out by a lineman would have fit the situation but in FBO eyes I was only a cherokee.

Title: PAX OF AN MDT ARE DEPLANED TO WALK ACROSS PATH OF TAXIING ACFT.

Narrative: I WAS CLRED TO TAXI FROM THE FBO RAMP TO RWY 35. AS I TAXIED ON THE RAMP, 2 PAX FROM A SAAB 340 CROSSED IN FRONT OF ME. I STOPPED AND LET THE PAX CROSS MY PATH. WHILE WAITING, MORE PAX DEPLANED AND STOOD NEXT TO THE SAAB. AS I STARTED TO TAXI AGAIN THE PAX BEGAN TO WALK TOWARDS MY MOVING ACFT. I SLOWED TO SEE IF THEY WERE GOING TO CONTINUE WALKING AND THEY STOPPED WALKING. I PROCEEDED TO THE TXWY AND AS I DID THE PLT OF THE SAAB SHOOK HIS FIST AT ME. AFTER DEP FROM PHL I WAS TOLD TO CONTACT THE PHL TWR ON ARR AT MY DEST. UPON CALLING THE TWR, THEY SAID THE SAAB PLT WAS UPSET THAT SOMEONE TRIED TO RUN HIS PAX DOWN. PHL TWR SAID THEY DID NOT HAVE TIME TO HANDLE SUCH A MATTER AND SUGGEST I CALL THE FBO. I CALLED THE FBO AND TALKED TO THE LINEMAN THAT WAS STANDING WITH THE SAAB PAX AND CREW. THE LINEMAN ALSO STATED THAT THE CREW WAS UPSET BUT THAT THE PAX WERE WANDERING AROUND THE ACFT AND NOT PAYING ATTN TO THEIR SURROUNDINGS. I AM ALSO EMPLOYED AS A LINEMAN FOR A LARGE FBO AND BELIEVE THAT THE LINECREW AND PLTS SHOULD BE RESPONSIBLE FOR ESCORTING PEOPLE ACROSS A BUSY RAMP. I OPERATED MY ACFT AS CAREFULLY AS POSSIBLE BUT I CAN'T BE RESPONSIBLE FOR UNESCORTED PEOPLE AND THEIR ACTIONS. MAYBE BEING GUIDED OUT BY A LINEMAN WOULD HAVE FIT THE SIT BUT IN FBO EYES I WAS ONLY A CHEROKEE.
