Narrative:

We were in a lear jet lr-35, loaded passenger. After preflight, started both engines, ran the checklist then taxied out for takeoff. Took position and hold runway 19 (6000 ft long). Temperature was 70 degrees, light south wind, 80 percent brake release and at 10-15 KTS before V1 (136 KTS) a loud bang and I felt a hared vibration. Right main (outboard tire) blew out. I commanded abort and full reverse was used and maximum braking. Copilot got the boards up. Braking was nil. Seems we were 1/2 way down runway when aborted takeoff. Copilot had not called V1. We tried to stay on the centerline and went off the end of runway 19 just to the left of center. Went down embankment, hit ditch that took off all gear. Aircraft came to rest shortly after. Had copilot open emergency door and evacuate/evacuation aircraft while I shut down aircraft. Note: when tire blew, it took out a hydraulic line that was under 1550 psi. As a result no brakes, flaps or spoiler.

Title: FLC ABORTED TKOF NEAR V1 WHEN TIRE BLEW, AND RAN OFF THE END OF RWY WITH HYD SYS LOSS.

Narrative: WE WERE IN A LEAR JET LR-35, LOADED PAX. AFTER PREFLT, STARTED BOTH ENGS, RAN THE CHKLIST THEN TAXIED OUT FOR TKOF. TOOK POS AND HOLD RWY 19 (6000 FT LONG). TEMP WAS 70 DEGS, LIGHT S WIND, 80 PERCENT BRAKE RELEASE AND AT 10-15 KTS BEFORE V1 (136 KTS) A LOUD BANG AND I FELT A HARED VIBRATION. R MAIN (OUTBOARD TIRE) BLEW OUT. I COMMANDED ABORT AND FULL REVERSE WAS USED AND MAX BRAKING. COPLT GOT THE BOARDS UP. BRAKING WAS NIL. SEEMS WE WERE 1/2 WAY DOWN RWY WHEN ABORTED TKOF. COPLT HAD NOT CALLED V1. WE TRIED TO STAY ON THE CTRLINE AND WENT OFF THE END OF RWY 19 JUST TO THE L OF CTR. WENT DOWN EMBANKMENT, HIT DITCH THAT TOOK OFF ALL GEAR. ACFT CAME TO REST SHORTLY AFTER. HAD COPLT OPEN EMER DOOR AND EVAC ACFT WHILE I SHUT DOWN ACFT. NOTE: WHEN TIRE BLEW, IT TOOK OUT A HYD LINE THAT WAS UNDER 1550 PSI. AS A RESULT NO BRAKES, FLAPS OR SPOILER.
