Narrative:

Regional carrier flight XXXX en route from stl-cmi at 11000 ft, IFR flight plan, VFR conditions. Champaign approach OTS. Handed off from ZKC to ZAU near taylorville, il. Before we could contact ZAU, a C-182 with parachutists passed in front of us headed northwest, at our altitude. We spotted traffic at approximately 11-12 O'clock, less than 500 ft. No evasive action was required, nor taken. No advisories were issued and ATC had little information on C-182 who was supposedly under control of springfield, il approach (at 11000 ft?). Flight continued uneventfully.

BEFORE WE COULD CONTACT ZAU, A C-182 WITH PARACHUTISTS PASSED IN FRONT OF US HEADED NW, AT OUR ALT. WE SPOTTED TFC AT APPROX 11-12 O'CLOCK, LESS THAN 500 FT. NO EVASIVE ACTION WAS REQUIRED, NOR TAKEN. NO ADVISORIES WERE ISSUED AND ATC HAD LITTLE INFO ON C-182 WHO WAS SUPPOSEDLY UNDER CTL OF SPRINGFIELD, IL APCH (AT 11000 FT?). FLT CONTINUED UNEVENTFULLY.
