Narrative:

Preflight aircraft, no problems noted. Performed weight and balance calculation with estimated weights (asked occupants their weights and estimated weight of cargo since no scale available). Weight and balance near maximum gross weight but within envelope. Proceeded with runup, checked ok. Began takeoff roll. At 55 KTS, rotated. Aircraft would not continue to accelerate. Aborted takeoff, pwred back, nose was pulled full back and brakes applied. Approximately 800 ft of runway remained. Aircraft crossed end of runway to grass overrun and impacted with security fence. GA airports need longer overruns for aircraft to have longer stopping distance. Calibrated scales should be made available to flying public to remove any need for questioning passenger and estimating cargo loads. Engine performance testing should be required as part of all inspections. Note: report also filed with government agency.

Narrative: PREFLT ACFT, NO PROBS NOTED. PERFORMED WT AND BAL CALCULATION WITH ESTIMATED WTS (ASKED OCCUPANTS THEIR WTS AND ESTIMATED WT OF CARGO SINCE NO SCALE AVAILABLE). WT AND BAL NEAR MAX GROSS WT BUT WITHIN ENVELOPE. PROCEEDED WITH RUNUP, CHKED OK. BEGAN TKOF ROLL. AT 55 KTS, ROTATED. ACFT WOULD NOT CONTINUE TO ACCELERATE. ABORTED TKOF, PWRED BACK, NOSE WAS PULLED FULL BACK AND BRAKES APPLIED. APPROX 800 FT OF RWY REMAINED. ACFT CROSSED END OF RWY TO GRASS OVERRUN AND IMPACTED WITH SECURITY FENCE. GA ARPTS NEED LONGER OVERRUNS FOR ACFT TO HAVE LONGER STOPPING DISTANCE. CALIBRATED SCALES SHOULD BE MADE AVAILABLE TO FLYING PUBLIC TO REMOVE ANY NEED FOR QUESTIONING PAX AND ESTIMATING CARGO LOADS. ENG PERFORMANCE TESTING SHOULD BE REQUIRED AS PART OF ALL INSPECTIONS. NOTE: RPT ALSO FILED WITH GOV AGENCY.
