Narrative:

Air carrier X called ready for taxi. I taxied him to runway 18L via taxiway 'V' to hold short of taxiway 'B.' the aircraft read this back, and advised me that he needed runway 18R. I offered him runway 27. In a lot of frequency congestion I heard him say he needed runway 18R again so I reissued the instructions. The aircraft unknown to me at the time entered runway 27 and Y was departing off runway 9, and overflew X. Just prior to this local controller asked who was on runway 27. I asked X to confirm he was on taxiway victor. X said no. At no time did I clear this aircraft onto or across runway 27. I was removed from position pending investigation.

I WAS REMOVED FROM POS PENDING INVESTIGATION.
