Narrative:

Aircraft (air carrier) was cleared at the airport in HHH on may/tue/95. The cleaner apparently removed the flight pubs bag from the cockpit thinking it had inadvertently been left there by the flight crew. This bag is part of the permanent aircraft inventory and contains the aircraft flight manual and operating data manual required for flight. When we arrived at the aircraft on may/wed/95 we failed to verify the bag was on board the aircraft as required by the crew checklist. We conducted the flight without the manuals on board.
