Narrative:

Chief pilot (department manager) was flying and ZOB issued a crossing restr. We were told to cross 40 mi west of harrisburg at FL250. I dialed in altitude and wrote down restr and repeated it to chief pilot who acknowledged. I was getting ATIS on other frequency when center questioned what was the restr issued by ZOB and I repeated it observing that we were past the point and above altitude. ZNY was the center that questioned it.

Title: FLC OF AN LTT CPR JET FAILED TO MAKE XING RESTR DURING DSCNT FROM HIGH ALT CRUISE.

Narrative: CHIEF PLT (DEPT MGR) WAS FLYING AND ZOB ISSUED A XING RESTR. WE WERE TOLD TO CROSS 40 MI W OF HARRISBURG AT FL250. I DIALED IN ALT AND WROTE DOWN RESTR AND REPEATED IT TO CHIEF PLT WHO ACKNOWLEDGED. I WAS GETTING ATIS ON OTHER FREQ WHEN CTR QUESTIONED WHAT WAS THE RESTR ISSUED BY ZOB AND I REPEATED IT OBSERVING THAT WE WERE PAST THE POINT AND ABOVE ALT. ZNY WAS THE CTR THAT QUESTIONED IT.
