Narrative:

Captain didn't set altitude preselector to next lower altitude and due to a high rate of descent to make crossing restr, was unable to level descent without going 400 ft below assigned altitude. Captain's training and attitude is so poor that first officer is unable to catch all of his errors in enough time to correct. Solution: more training at part 121 commuter level or third crew member.

Title: COMMUTER FLC OVERSHOT XING RESTR. ALT ALERT WAS NOT SET, AND DEV WAS NOT DISCOVERED UNTIL BELOW ASSIGNED ALT.

Narrative: CAPT DIDN'T SET ALT PRESELECTOR TO NEXT LOWER ALT AND DUE TO A HIGH RATE OF DSCNT TO MAKE XING RESTR, WAS UNABLE TO LEVEL DSCNT WITHOUT GOING 400 FT BELOW ASSIGNED ALT. CAPT'S TRAINING AND ATTITUDE IS SO POOR THAT FO IS UNABLE TO CATCH ALL OF HIS ERRORS IN ENOUGH TIME TO CORRECT. SOLUTION: MORE TRAINING AT PART 121 COMMUTER LEVEL OR THIRD CREW MEMBER.
