Narrative:

Air carrier X was cleared to climb through 17000 ft (my level altitude). Aircraft passed less than 1 NM and 200 ft in front of my flight. After responding to TCASII RA, controller responded that she didn't think that was necessary because he had visual separation. Visual separation above 10000 ft is not safe, speeds are too high.

Title: ACR X TCASII RA WITH ACFT Y. VISUAL SEPARATION IN USE. EVASIVE ACTION TAKEN.

Narrative: ACR X WAS CLRED TO CLB THROUGH 17000 FT (MY LEVEL ALT). ACFT PASSED LESS THAN 1 NM AND 200 FT IN FRONT OF MY FLT. AFTER RESPONDING TO TCASII RA, CTLR RESPONDED THAT SHE DIDN'T THINK THAT WAS NECESSARY BECAUSE HE HAD VISUAL SEPARATION. VISUAL SEPARATION ABOVE 10000 FT IS NOT SAFE, SPDS ARE TOO HIGH.
