Narrative:

Hot air balloon flight was carrying passenger for hire in san marcos approximately 15 mi east of palomar airport. Problem arose due to wind direction change upon making final approach, and consequent landing in a partially built new subdivision of homes called the glen arbor subdivision. Pilot was in full radio contact with palomar airport tower. The landing occurred in a street with no cars, pwrlines or residents, with the exception of 2 people that lived in the community. Most of the homes seemed vacant or under construction. Upon landing, pilot changed passenger and continued flight to the southeast. Landing occurred at XA15 hours on apr/sat/95. Pilot chose to land here because to continue in-flight would have brought balloon into mountainous area unsuitable for landing the aircraft.

Narrative: HOT AIR BALLOON FLT WAS CARRYING PAX FOR HIRE IN SAN MARCOS APPROX 15 MI E OF PALOMAR ARPT. PROB AROSE DUE TO WIND DIRECTION CHANGE UPON MAKING FINAL APCH, AND CONSEQUENT LNDG IN A PARTIALLY BUILT NEW SUBDIVISION OF HOMES CALLED THE GLEN ARBOR SUBDIVISION. PLT WAS IN FULL RADIO CONTACT WITH PALOMAR ARPT TWR. THE LNDG OCCURRED IN A STREET WITH NO CARS, PWRLINES OR RESIDENTS, WITH THE EXCEPTION OF 2 PEOPLE THAT LIVED IN THE COMMUNITY. MOST OF THE HOMES SEEMED VACANT OR UNDER CONSTRUCTION. UPON LNDG, PLT CHANGED PAX AND CONTINUED FLT TO THE SE. LNDG OCCURRED AT XA15 HRS ON APR/SAT/95. PLT CHOSE TO LAND HERE BECAUSE TO CONTINUE INFLT WOULD HAVE BROUGHT BALLOON INTO MOUNTAINOUS AREA UNSUITABLE FOR LNDG THE ACFT.
