Narrative:

During a pouring rain, I was interrupted during my preflight while I was untying the left wing. After I spoke to the line-man, I continued my preflight, but failed to fully untie the aircraft. The tie-down was pulled from the ground and was noticed while I was taxiing. An a and P maintenance mechanic untied the tie-down and told me that the aircraft was fine. To prevent another occurrence, if interrupted during preflight, I start over and at the end of preflight I double- check the tie-downs.

Title: AN SMA PLT PULLED A TIE-DOWN OUT OF THE GND WHILE TAXIING AWAY.

Narrative: DURING A POURING RAIN, I WAS INTERRUPTED DURING MY PREFLT WHILE I WAS UNTYING THE L WING. AFTER I SPOKE TO THE LINE-MAN, I CONTINUED MY PREFLT, BUT FAILED TO FULLY UNTIE THE ACFT. THE TIE-DOWN WAS PULLED FROM THE GND AND WAS NOTICED WHILE I WAS TAXIING. AN A AND P MAINT MECH UNTIED THE TIE-DOWN AND TOLD ME THAT THE ACFT WAS FINE. TO PREVENT ANOTHER OCCURRENCE, IF INTERRUPTED DURING PREFLT, I START OVER AND AT THE END OF PREFLT I DOUBLE- CHK THE TIE-DOWNS.
