Narrative:

After takeoff, noticed aircraft would not pressurize. Upon observation of the annunciator panel, noted electrical compartment door annunciator was illuminated. This annunciator had been extinguished prior to this point in time, returned for landing at mke. This situation could have been avoided it maintenance would have closed the access door and then latched it. Whenever an access door or cargo door is closed, it should be latched if maintenance or ground personnel will be returning to perform additional work in these areas.
