Narrative:

While refueling at bdl an FAA inspector notified me that he had been observing the refueling process. He said it was not correct as per air carrier flight operations manual. The refueler had opened the fueling cap prior to bonding the fueling hose. I was not aware of the situation as I was involved in other flight duties preparing for our next flight.

Title: ACR INSPECTOR NOTIFIED RPTR CAPT HE OBSERVED FUELER OPEN THE GAS CAP BEFORE CONNECTING THE HOSE GNDING WIRE TO HIS AIRPLANE WHICH SEQUENCE IS CONTRARY TO ACFT FLT OPS.

Narrative: WHILE REFUELING AT BDL AN FAA INSPECTOR NOTIFIED ME THAT HE HAD BEEN OBSERVING THE REFUELING PROCESS. HE SAID IT WAS NOT CORRECT AS PER ACR FLT OPS MANUAL. THE REFUELER HAD OPENED THE FUELING CAP PRIOR TO BONDING THE FUELING HOSE. I WAS NOT AWARE OF THE SIT AS I WAS INVOLVED IN OTHER FLT DUTIES PREPARING FOR OUR NEXT FLT.
