Narrative:

We were level at FL270 sebound. Other aircraft was nwbound climbing. At about our 11 O'clock position TCASII said 'traffic, traffic.' aircraft showed 1400 ft below climbing fast. At 12 O'clock 3 mi TCASII said 'climb, climb.' aircraft showed 1000 ft below climbing. First officer took aircraft off autoplt and climbed to about FL278. ATC was advised. I believe the rapid rate of climb and a slight overshoot by the military aircraft caused the RA. I never saw less than 1000 ft vertical separation on display.
