Narrative:

I asked casper for an update of WX at ft collins and greely. I was advised as requested, but was also advised laramie was below minimums and I couldn't land without ATC clearance. I advised I had laramie in sight. I was still 9500 ft and had approximately 10 mi visibility but it looked very deteriorated beyond, as I approached laramie, intending to bypass on to greely. I had the runway 21 in sight at approximately 5 mi and had descended. I made a last min decision to land which I did without incident. I was advised by one of the ground personnel that I was arriving at a good time because a few mins earlier it was snowing. The sun was shining by the time I went into the office, but didn't last long. I departed approximately 1 1/2 hours later and landed at ft morgan, co, without any problems VFR. I didn't feel I needed ATC clearance to land at laramie since the visibility and ceiling at the time was VFR, in my opinion.

Title: PLT OF AN SMA SEL ENTERED CLASS E AIRSPACE AND LANDED WITHOUT ATC CLRNC WHEN THE WX WAS RPTED BELOW VFR MINIMUMS (EVEN IFR).

Narrative: I ASKED CASPER FOR AN UPDATE OF WX AT FT COLLINS AND GREELY. I WAS ADVISED AS REQUESTED, BUT WAS ALSO ADVISED LARAMIE WAS BELOW MINIMUMS AND I COULDN'T LAND WITHOUT ATC CLRNC. I ADVISED I HAD LARAMIE IN SIGHT. I WAS STILL 9500 FT AND HAD APPROX 10 MI VISIBILITY BUT IT LOOKED VERY DETERIORATED BEYOND, AS I APCHED LARAMIE, INTENDING TO BYPASS ON TO GREELY. I HAD THE RWY 21 IN SIGHT AT APPROX 5 MI AND HAD DSNDED. I MADE A LAST MIN DECISION TO LAND WHICH I DID WITHOUT INCIDENT. I WAS ADVISED BY ONE OF THE GND PERSONNEL THAT I WAS ARRIVING AT A GOOD TIME BECAUSE A FEW MINS EARLIER IT WAS SNOWING. THE SUN WAS SHINING BY THE TIME I WENT INTO THE OFFICE, BUT DIDN'T LAST LONG. I DEPARTED APPROX 1 1/2 HRS LATER AND LANDED AT FT MORGAN, CO, WITHOUT ANY PROBS VFR. I DIDN'T FEEL I NEEDED ATC CLRNC TO LAND AT LARAMIE SINCE THE VISIBILITY AND CEILING AT THE TIME WAS VFR, IN MY OPINION.
