Narrative:

We departed fll on apr/tue/95 VFR for boca raton, (bct). WX at departure time was 2000 ft scattered, estimated 3000 ft overcast, visibility 3 mi, light rain 76/73 040/12 altimeter 29.92.a check with FSS prior to takeoff showed pbi to be reporting measured 3700 ft broken 5000 ft overcast visibility 10 KTS plus 360/15 gusty 19 KTS altimeter 29.90 and improving. Tower cleared us for VFR takeoff while an airliner and commuter were awaiting miami IFR release. After takeoff and turning north for boca, it became clear looking at our radar that VFR to bct was not possible. We called departure and requested to return to fll. He advised us to remain clear of class C airspace and contact mia. We complied and mia approach stated fll had just gone IFR. We requested and received an IFR clearance to return to fll. During this, an airliner reported we had departed VFR in IFR conditions. This was untrue. He continued to state he would violate us. When we landed at fll we advised ground control of our status and he stated he would pass the information on. The flight to bct from fll takes approximately 4 mins and we make this trip approximately 100 times a yr. The airliner pilot seemed upset that we were cleared to takeoff prior to his clearance IFR.
