Narrative:

I was traveling n-s over kenmore air harbor at 135 KTS. A C172 on floats had just taken off approximately 500 ft AGL and about 1/2 - 3/4 mi on my right. The second C172 on floats was still on the water as I lost sight of it. I was 1300 ft above it at 135 KTS. A C172 probably could not climb faster than 500 FPM so it was not a factor. I am searching the FARS to see if I violated any airspace rules. My concern is that I may have surprised 1 or both of the other pilots. Even though I know there was no danger I would not do the same thing again because of what might be perceived by the other pilots. After passing over and by the other 2 aircraft, I descended to approximately 800 ft MSL (AGL) same, and continued on down lake washington.

Title: PVT PLT OVERFLYING SEAPORT AIR HARBOR CONCERNED ABOUT LEGALITY OF FARS WITH THE OVERFLT.

Narrative: I WAS TRAVELING N-S OVER KENMORE AIR HARBOR AT 135 KTS. A C172 ON FLOATS HAD JUST TAKEN OFF APPROX 500 FT AGL AND ABOUT 1/2 - 3/4 MI ON MY R. THE SECOND C172 ON FLOATS WAS STILL ON THE WATER AS I LOST SIGHT OF IT. I WAS 1300 FT ABOVE IT AT 135 KTS. A C172 PROBABLY COULD NOT CLB FASTER THAN 500 FPM SO IT WAS NOT A FACTOR. I AM SEARCHING THE FARS TO SEE IF I VIOLATED ANY AIRSPACE RULES. MY CONCERN IS THAT I MAY HAVE SURPRISED 1 OR BOTH OF THE OTHER PLTS. EVEN THOUGH I KNOW THERE WAS NO DANGER I WOULD NOT DO THE SAME THING AGAIN BECAUSE OF WHAT MIGHT BE PERCEIVED BY THE OTHER PLTS. AFTER PASSING OVER AND BY THE OTHER 2 ACFT, I DSNDED TO APPROX 800 FT MSL (AGL) SAME, AND CONTINUED ON DOWN LAKE WASHINGTON.
