Air carrier X FL330 nnwbound working the sector north of mine. Air carrier Y FL330 eastbound. Air carrier X was turned nwbound to avoid a situation with wbound traffic. Air carrier Y was not descended due to wbound traffic FL310. Other handoffs increased my workload and I did not descend Y in time. Supplemental information from acn 302409: air carrier X northbound traffic at FL330 merging with air carrier Y eastbound traffic at FL330. Y issued descent and did not take prompt action due to a TCASII alert that told him to climb. He eventually went down but not before the operational error.

Y ISSUED DSCNT AND DID NOT TAKE PROMPT ACTION DUE TO A TCASII ALERT THAT TOLD HIM TO CLB. HE EVENTUALLY WENT DOWN BUT NOT BEFORE THE OPERROR.
