Narrative:

After taxing clear of runway 32 at pittsburgh, the first officer was a little slow in contacting ground control for taxi clearance. I brought the aircraft to a complete stop. I did not want to proceed without a taxi clearance. The pilots have been warned about taxiing without a clearance after clearing the active runway. Further, a FAA inspector was on the jumpseat, and I did not want to commit an infraction in his presence. In my judgement, I had adequate clearance of the active runway. The FAA inspector had some question about clearing the runway. I think that pittsburgh tower or ground controllers would have said something, if I had not adequately cleared the active runway.

Title: ACI, RIDING JUMPSEAT, HAS SOME QUESTION AS TO ACFT CLRNC FROM RWY UPON EXITING AND GND HOLDING.

Narrative: AFTER TAXING CLR OF RWY 32 AT PITTSBURGH, THE FO WAS A LITTLE SLOW IN CONTACTING GND CTL FOR TAXI CLRNC. I BROUGHT THE ACFT TO A COMPLETE STOP. I DID NOT WANT TO PROCEED WITHOUT A TAXI CLRNC. THE PLTS HAVE BEEN WARNED ABOUT TAXIING WITHOUT A CLRNC AFTER CLRING THE ACTIVE RWY. FURTHER, A FAA INSPECTOR WAS ON THE JUMPSEAT, AND I DID NOT WANT TO COMMIT AN INFRACTION IN HIS PRESENCE. IN MY JUDGEMENT, I HAD ADEQUATE CLRNC OF THE ACTIVE RWY. THE FAA INSPECTOR HAD SOME QUESTION ABOUT CLRING THE RWY. I THINK THAT PITTSBURGH TWR OR GND CTLRS WOULD HAVE SAID SOMETHING, IF I HAD NOT ADEQUATELY CLRED THE ACTIVE RWY.
