Narrative:

In cruise at FL280 we were issued a clearance to descend to FL240 prior to 10 NM east of needles (eed) VOR. At that time we were about 60 NM west of eed. FL240 is not a usual altitude at that location (eed 077010) and is not an altitude to be expected on the arrival (karlo arrival to phx). We (I was flying at the time) forgot to descend! ZLA asked our altitude at 12 NM east of eed. They said it was not a problem and to descend at that time to FL240. This was the 4TH flight of the day and the last flight of a 4 day trip. We were discussing on time versus late arrival in phx rather than concentrating on the initial descent.
