Narrative:

Center gave us crossing restriction as follows: 'cross 10 mi west of abe VOR at 13000 ft.' we were at 19000 ft and thought he said 10 mi east of abe at 13000 ft. We started down too late to make this restriction. Prior to being given crossing restriction, we were taken off the arrival routing to proceed direct to allentown. On the milton 8 arrival, it shows vibes intersection at 13000 ft. I suggest that when such a situation exists when the controller needs to have aircraft at an altitude at a given mileage from a VOR, he references that fix, i.e., 'cross 10 DME west of allentown at 13000 ft reference vibes intersection.
