Narrative:

After a takeoff on runway 13R from intersection A9, I was performing a tight right downwind departure as requested by boeing tower. Approaching 800 ft I had just reduced power and started to leveloff when I saw a dash 8 which appeared to be approaching runway 31L at boeing. At this point my primary concern was separation from the dash 8. Upon stopping my right turn to downwind it appeared the dash 8 would pass behind me, which he did. He appeared to be higher than me, initially, possibly descending. Later, seattle approach reported the dash 8 had filed a near midair report. Recommendation: no intersection takeoffs on runway 13R with right downwind departures when sa runway 16 is active.

Title: DUE TO PROX OF FLT PATHS, AN ACFT DEPARTING MIDFIELD AT BFI, AND A DASH 8 ON DSCNT INTO SEA, HAD A CLOSE ENCOUNTER.

Narrative: AFTER A TKOF ON RWY 13R FROM INTXN A9, I WAS PERFORMING A TIGHT R DOWNWIND DEP AS REQUESTED BY BOEING TWR. APCHING 800 FT I HAD JUST REDUCED PWR AND STARTED TO LEVELOFF WHEN I SAW A DASH 8 WHICH APPEARED TO BE APCHING RWY 31L AT BOEING. AT THIS POINT MY PRIMARY CONCERN WAS SEPARATION FROM THE DASH 8. UPON STOPPING MY R TURN TO DOWNWIND IT APPEARED THE DASH 8 WOULD PASS BEHIND ME, WHICH HE DID. HE APPEARED TO BE HIGHER THAN ME, INITIALLY, POSSIBLY DSNDING. LATER, SEATTLE APCH RPTED THE DASH 8 HAD FILED A NEAR MIDAIR RPT. RECOMMENDATION: NO INTXN TKOFS ON RWY 13R WITH R DOWNWIND DEPS WHEN SA RWY 16 IS ACTIVE.
