Narrative:

We were issued a crossing restr into msp. I had not flown the route before, but my first officer had. I asked him the DME distance from msp VOR that defined the point where we needed to be at 7000 ft. He told me 31 DME. A few mins later, I confirmed the distance and asked if it was 21 mi. He was talking on company frequency and did not hear my question but nodded his head to agree with me. I planned my descent and crossed 21 mi out at 7000 ft. Once on the ground my first officer informed me of the mistake and told me he would have said something during the flight, but we were being route-checked by the FAA and he didn't want to say anything.

Narrative: WE WERE ISSUED A XING RESTR INTO MSP. I HAD NOT FLOWN THE RTE BEFORE, BUT MY FO HAD. I ASKED HIM THE DME DISTANCE FROM MSP VOR THAT DEFINED THE POINT WHERE WE NEEDED TO BE AT 7000 FT. HE TOLD ME 31 DME. A FEW MINS LATER, I CONFIRMED THE DISTANCE AND ASKED IF IT WAS 21 MI. HE WAS TALKING ON COMPANY FREQ AND DID NOT HEAR MY QUESTION BUT NODDED HIS HEAD TO AGREE WITH ME. I PLANNED MY DSCNT AND CROSSED 21 MI OUT AT 7000 FT. ONCE ON THE GND MY FO INFORMED ME OF THE MISTAKE AND TOLD ME HE WOULD HAVE SAID SOMETHING DURING THE FLT, BUT WE WERE BEING RTE-CHKED BY THE FAA AND HE DIDN'T WANT TO SAY ANYTHING.
