Narrative:

We were at 22000 ft. The captain was flying. We were given a clearance to cross trish intersection at 12000 ft. We flew along for a while and I reminded the captain of the clearance. We started down a little late. He extended the flight spoilers and I thought we would make the restr. We were asked our altitude at trish intersection. I reported 13900 ft. The controller indicated we had not met the restr. As an first officer I should have asked the captain when he planned on starting down, and when it looked like it would be close on the crossing restr. I should have informed ATC. We landed at dca, everything was normal.

AS AN FO I SHOULD HAVE ASKED THE CAPT WHEN HE PLANNED ON STARTING DOWN, AND WHEN IT LOOKED LIKE IT WOULD BE CLOSE ON THE XING RESTR. I SHOULD HAVE INFORMED ATC. WE LANDED AT DCA, EVERYTHING WAS NORMAL.
