Narrative:

RVR was varying between 1400 and 2600 ft (1800 ft required). Being under far part 91, decided to shoot approach. Last report from tower was 1400 ft RVR. Prior to reaching decision height we could see the lights. Approaching the terminal light bars (1000 ft from threshold) we could see the fixed distance markers (1000 ft down runway). Realizing I could see 2000 ft I continued the approach and landed. After landing without incident, I realized the last RVR call was 1400 ft and that I may be in violation by landing even though I could see 2000 ft. A clarification of the regulations is needed.

Title: CPR FO QUESTIONS LEGALITY OF APCH AND LNDG WITH LOW RVR READING.

Narrative: RVR WAS VARYING BTWN 1400 AND 2600 FT (1800 FT REQUIRED). BEING UNDER FAR PART 91, DECIDED TO SHOOT APCH. LAST RPT FROM TWR WAS 1400 FT RVR. AFTER LNDG WITHOUT INCIDENT, I REALIZED THE LAST RVR CALL WAS 1400 FT AND THAT I MAY BE IN VIOLATION BY LNDG EVEN THOUGH I COULD SEE 2000 FT. A CLARIFICATION OF THE REGS IS NEEDED.
